It appears one of the cards was in a PCI Gen 2 X4 slot. After putting it in a PCI Gen 3 X4 slot it went up to 35 Gbps via netperf.

The issue turned out to be that the Windows driver cannot handle not standard GID prefixes. Reverting to using the standard GID prefix allowed it to work.
