Have you tried that with SSH? Please try the following procedure.

1) Install a license key and write it to the memory. Log in to the CLI with ssh and performe the following commands;

  1.1) > enable

  1.2) # configure terminal

  1.3) # license install License_Key

  1.4) # write memory

2) Verify that the license was installed as intended:

  # show license
